Bu kay\u0131tlarda k\u0131lavuz kaptanlardan\nbahsedildi\u011fi g\u00f6r\u00fclmektedir. Hammurabi Kanunlar\u0131&#8217;nda konu edilecek kadar \u00f6nemli\nbulundu\u011funa g\u00f6re, k\u0131lavuzluk o d\u00f6nemde de deniz-insan ili\u015fkisinde temel\ngereksinimlerden biriydi. \u0130stanbul Bo\u011faz\u0131&#8217;nda \u00e7ok eskide beri k\u0131lavuzluk\nhizmetleri bir \u015fekilde yap\u0131lmakta idi. Yol g\u00f6sterme i\u015fini ilk kez Bo\u011faz&#8217;da\nd\u00fczenli olarak yapan\u0131 Cenevizlilerin yapt\u0131\u011f\u0131 bilinmektedir. Cenevizler Bo\u011faz&#8217;\u0131n\niki yan\u0131na in\u015fa ettikle hisar ve kalelerle, ge\u00e7i\u015f yapan gemilere yol\ng\u00f6sterdikleri gibi, g\u00fczerg\u00e2h\u0131 iyi bildiklerinden, zaman zaman ticaret\ngemilerine k\u0131lavuzluk da yapm\u0131\u015flard\u0131r.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Osmanl\u0131 \u0130mparatorlu\u011fu d\u00f6nemi de,\nBo\u011faz&#8217;da sistemli bir bi\u00e7imde k\u0131lavuzluk hizmeti verilmiyordu. Prof. Ata\nNutku Bey&#8217;in babas\u0131d\u0131r.) Denizcilikle ilgili \u00e7evrelerin bile ad\u0131n\u0131 pek\nduymad\u0131klar\u0131 bu \u00e7al\u0131\u015f\u00adkan, azimli ve fedak\u00e2r kaptan\u0131n k\u0131la\u00advuzluk tarihinde \u00e7ok\n\u00f6nemli bir yeri vard\u0131r. Bunu da yine kendisinin yaz\u00adm\u0131\u015f oldu\u011fu &#8220;\u0130stanbul\nLiman\u0131yla Bo\u011fazlarda ve Marmara Havzas\u0131&#8217;nda K\u0131lavuzluk ve R\u00f6mork\u00f6r Te\u015fkilat\u0131\nSafat\u0131na ait S\u0130YAH K\u0130TAP&#8221; isimli \u00e7al\u0131\u015fmas\u0131ndan anl\u0131yoruz. S\u00fcley\u00adman Nutki\nBey donanmadan emekli bir kaptand\u0131r. Kitab\u0131n bas\u0131m yeri &#8220;Mat\u00adbaai\nBahriye&#8221;, tarihi ise (1336)1920&#8217;dir.&nbsp;&nbsp; .<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; K\u0131lavuzluk konusunda, elimizde bulunan\nen iyi kaynak bu kitapt\u0131r. S\u00fcleyman Nutki, &nbsp;kitab\u0131n ba\u015flang\u0131c\u0131n\u00adda, \u00fcnl\u00fc bir denizci\ns\u00f6z\u00fcn\u00fc nak1ediyor &#8220;Deniz eksik tan\u0131maz.&#8221; Kaptan\u0131\u00adm\u0131z devamla; denizde\nihmal edilen en k\u00fc\u00e7\u00fck tedbirin bile bir zaman Sonra denizcilerin \u00f6n\u00fcne devasa\ngirdaplar olarak \u00e7\u0131kabilece\u011fini, can ve mal g\u00fc\u00advenli\u011fini tehdit edebilece\u011fini\nbelirti\u00adyor. K\u0131lavuzlu\u011fun \u00f6nemini vurgula\u00add\u0131\u011f\u0131 ilerleyen sayfalarda, bir de\n\u00e7arp\u0131\u00adc\u0131 \u00f6rnek veriyor ve diyor ki: &#8220;Mesela; k\u0131lavuzsuz olarak k\u00f6pr\u00fclerden\n(Ha\u00adli\u00e7&#8217;deki k\u00f6pr\u00fcler kaydediliyor) gir\u00admekte \u0131srar eden bir kaptan Galata\nK\u00f6pr\u00fcs\u00fc&#8217;n\u00fc par\u00e7alasa ve meydana ge\u00adlen hasar\u0131n bedelini \u00f6dese bile, k\u00f6pr\u00fc\u00adn\u00fcn\ntamiri m\u00fcddetince koca \u0130stanbul \u015fehri ahalisinin iktisat\u0131na vurulan dar\u00adbeyi\nkim tazmin edebilecektir? Diye soruyor. &#8220;Sonra&#8221; diyor\nkaptan,&#8221;yine k\u0131la\u00advuzsuz olarak \u0130stanbul Liman\u0131na gi\u00adren bir gemi i\u00e7inde\niki-\u00fc\u00e7 bin yolcu ta\u00ad\u015f\u0131yan \u015eehir Hatlar\u0131 vapurlar\u0131ndan bi\u00adrine \u00e7arp\u0131p\ndevrilmesine yol a\u00e7arsa?&#8221;&#8221;Meydana gelebilecek b\u00fct\u00fcn bu zararlar\u0131n\nsorumlulu\u011fu esas olarak ki\u00adme aittir?&#8221; diye soran S\u00fcleyman Nut\u00adki,\ncevab\u0131n\u0131 da kendisi veriyor: H\u00fck\u00fc\u00admet-i mahalliye. Ve sonuca geliyor; bu denli\n\u00f6nemli bir alan ihmal edilme\u00adye gelmez. Mal, can ve k\u0131y\u0131 emniyetinizi\nsa\u011flayacak olan devletten ba\u015fka\u00ads\u0131 de\u011fildir ve devlet k\u0131lavuzluk hiz\u00admetlerini\nbizzat y\u00fcr\u00fctmelidir. Kapta\u00adn\u0131m\u0131z bu takdimden sonra y\u0131llar \u00f6nce\u00adsine d\u00f6n\u00fcyor ve\nbize tarihi aktarmaya ba\u015fl\u0131yor. Y\u0131l 1308 (1892). \u0130stanbul Bo\u011faz\u0131&#8217;nda o y\u0131llarda\nCenevizli, Mal\u00adtal\u0131 ve Rum bir k\u0131s\u0131m denizci \u00f6zel k\u0131\u00adlavuzluk hizmeti\nyapmaktad\u0131r. Ya\u015fl\u0131 bir Rum kaptan, kurmu\u015f oldu\u011fu bir \u015firket hesab\u0131na, hazineye\nyapaca\u011f\u0131 y\u0131ll\u0131k belirli bir \u00f6denek kar\u015f\u0131l\u0131\u011f\u0131 k\u0131la\u00advuzluk imtiyaz\u0131n\u0131 almak i\u00e7in\nBahriye Nezareti&#8217;ne ba\u015fvurur.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;D\u00f6nemin Bahriye Naz\u0131r\u0131 Hasan H\u00fcsn\u00fc Pa\u015fa\ndilek\u00e7eyi inceleyecek bir komisyon olu\u015fturur. S\u00fcleyman Nutki Bey Bahriye&#8217;de\nkaptand\u0131r ve bu ko\u00admisyon i\u00e7inde g\u00f6revlendirilen \u015fah\u0131slardan biridir. Mesele\nincelenir ve ol\u00adduk\u00e7a \u00f6nemli oldu\u011fu sonucuna var\u0131\u00adl\u0131r. Haz\u0131rlanan rapor\nNezaret&#8217;e iletilir ve y\u0131llar ge\u00e7er&#8230; Hi\u00e7bir giri\u015fimde bu\u00adlunulmaz. Ta ki 1908\ny\u0131l\u0131na kadar. O y\u0131l Me\u015frutiyet ilan edilmi\u015ftir. Yeni y\u00f6netim ileriyi g\u00f6rebilen,\ngiri\u015fimci ve i\u015fbilir ki\u015filerden olu\u015fmu\u015ftur. 19l4&#8217;te yeni bir komisyon kurulur\nve k\u0131lavuz\u00adluk dosyas\u0131 yeniden ele al\u0131n\u0131r. Ge\u00e7en y\u0131llar i\u00e7inde kaptan\u0131m\u0131z yapt\u0131\u011f\u0131 ara\u015ft\u0131rma\u00adlarda\nk\u0131lavuzluk konusunun \u00f6nemini daha fazla kavram\u0131\u015f ve yapt\u0131\u011f\u0131 hesap\u00adlar sonucunda\nbu giri\u015fimin hazineye olduk\u00e7a y\u00fckl\u00fc oranda gelir sa\u011flayaca\u00ad\u011f\u0131 kanaatine\nula\u015fm\u0131\u015ft\u0131r. Komisyon m\u00fckemmel bir nizamname haz\u0131rlay\u0131p yetkililere sunar. Bu\narada Kaptan Nutki Bey 1910 y\u0131l\u0131nda emekli olur ama bu i\u015fteki bilgisinden \u00f6t\u00fcr\u00fc\ng\u00f6re\u00adve \u00e7a\u011fr\u0131l\u0131r. \u0130\u015fte tam bu s\u0131rada 1. D\u00fcnya Sava\u015f\u0131 patlak verir ve her \u015fey\nallak bullak olur. \u0130mparatorluk i\u00e7indeki de\u00adnizlerde g\u00f6revli t\u00fcm \u00f6zel ve t\u00fczel\nki\u015fi\u00adlikler Bahriye Nezareti&#8217;ne ba\u011flan\u0131r. K\u0131lavuzluk i\u015fini y\u00fcr\u00fctmek \u00fczere \u00f6ne\u00adrilen\nOsmanl\u0131 Seyr-i Sefain \u0130daresi de b\u00fct\u00fcn sava\u015f y\u0131llar\u0131nda \u00fclkenin savu\u00adnulmas\u0131\ni\u00e7in g\u00f6rev al\u0131r. Tabii yap\u0131la\u00adcak b\u00fct\u00fcn yenilikler ertelenir.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; S\u00fcleyman Nutki Bey sava\u015f y\u0131lla\u00adr\u0131nda\nda bu i\u015fin pe\u015fini b\u0131rakmaz. 1917 y\u0131l\u0131nda Bahriye Naz\u0131r\u0131\u2019na bir telgraf \u00e7ekerek\nk\u0131lavuzluk kurumunun bir an \u00f6nce olu\u015fturulmas\u0131n\u0131n \u00f6nemini belir\u00adtir. Kaptan\u0131n\ng\u00f6nderdi\u011fi telgraf ve yazd\u0131\u011f\u0131 dilek\u00e7eyle Nezaret ilgilenir ve bu konuda\ngiri\u015fimde bulunaca\u011f\u0131n\u0131 kendisine iletmi\u015ftir. O y\u0131llarda m\u00fcttefikiniz olan\nAlmanlardan bir deniz binba\u015f\u0131s\u0131 \u0130stanbul Bo\u011faz\u0131&#8217;nda k\u0131la\u00advuzluk hizmeti\nyapt\u0131rarak bu i\u015ften ge\u00adlir sa\u011flamaktad\u0131r. Bahriye Nezare\u00adti&#8217;nde k\u0131lavuzluk\nte\u015fkilat\u0131n\u0131n kurul\u00admas\u0131 gerekti\u011fi yolundaki emir Topal \u0130smail Pa\u015fa&#8217;ya iletilir,\nfakat Pa\u015fa&#8217;n\u0131n yukar\u0131da bahsi ge\u00e7en Alman Binba\u015f\u0131 Kohen&#8217;le ili\u015fkisinden \u00f6t\u00fcr\u00fc\nbu giri\u00ad\u015fim yanda kal\u0131r. Emekli kaptan\u0131m\u0131z yapm\u0131\u015f oldu\u011fu ba\u015fvuruyu takip eder\u00adken\nhi\u00e7 de ho\u015f olmayan davran\u0131\u015flarla kar\u015f\u0131 kar\u015f\u0131ya kal\u0131r. Belirtti\u011fine g\u00f6re\nkendisine k\u00f6t\u00fc davran\u0131l\u0131r.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; K\u0131lavuzluk te\u015fkilat\u0131n\u0131n kurulma \u00f6yk\u00fcs\u00fc\nsava\u015f\u0131n bitip m\u00fctareke y\u0131llar\u0131\u00adn\u0131n ba\u015flamas\u0131yla devam eder. Bahriye\nNezareti&#8217;nde, S\u00fcleyman Nutki&#8217;nin de \u00f6vg\u00fcyle s\u00f6z etti\u011fi H\u00fcseyin Rauf (Or\u00adbay)\nBey bulunmaktad\u0131r. Kaptan\u0131m\u0131z 1918 y\u0131l\u0131nda hemen yeni bir atak yaparak Rauf Bey\u2019e\ndurumu anlatan bir mektup yazar Rauf Bey de bunun \u00fczerine Os\u00admanl\u0131 Seyr-i\nSefain \u0130daresi&#8217;ne bir yaz\u0131 yazarak zaman ge\u00e7irilmeksizin bir k\u0131\u00adlavuzluk\nte\u015fkilat\u0131n\u0131n olu\u015fturulmas\u0131. Gerekti\u011fini bildirir.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Osmanl\u0131 Seyr-i Sefain \u0130daresi Ge\u00adnel M\u00fcd\u00fcr\u00fc M\u00fcmtaz Bey,\nkaptan\u0131m\u0131z\u0131 idareye \u00e7a\u011f\u0131rarak bu g\u00f6revi bizzat y\u00fcr\u00fctmesini ister ve ona k\u00fc\u00e7\u00fck\nbir oda verir. Bir masa ve iki sandalyenin zor s\u0131\u011fd\u0131\u011f\u0131 bu k\u00fc\u00e7\u00fck oda, i\u015fte b\u00fct\u00fcn\nbir k\u0131lavuzluk te\u015fkilat\u0131n\u0131n ilk resmi yeridir. <\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bir y\u0131\u011f\u0131n badireden sonra S\u00fcley\u00adman\nNutki Bey nihayet amac\u0131na ula\u00ad\u015f\u0131r. Tam 28 y\u0131l u\u011fra\u015ft\u0131ktan sonra 1920 y\u0131l\u0131nda\nte\u015fkilat i\u015flemeye ba\u015flam\u0131\u015ft\u0131r. Ancak bu kurumun yasalla\u015fmas\u0131 Cumhuriyet&#8217;in\nilan\u0131ndan sonra, 13 Ocak 1924 g\u00fcn\u00fc T\u00fcrkiye Seyr-i Sefain \u0130dare\u00adsi&#8217;ne verilen\nK\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fck ve Cer-i Sefain Hakk\u0131nda \u0130mtiyaz\u0131n Su\u00adret-i\nTatbikine Ait Talimatname ile T\u00fcrkiye Seyr-i Sefain idaresi b\u00fcnyesinde\nK\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fck M\u00fcd\u00fcriyeti ad\u0131nda \u00f6zel bir \u015fube kuruldu. K\u0131lavuzluk\nve R\u00f6mork\u00f6rc\u00fcl\u00fck M\u00fcd\u00fcrl\u00fck seviyesinde bulunurken 1939 y\u0131l\u0131ndan sonra \u015feflik\nolarak faaliyetini s\u00fcrd\u00fcrd\u00fc. <\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u0130stanbul ve \u00c7anakkale Bo\u011fazlar\u0131nda\ngenellikle Rumlar\u0131n k\u0131lavuz kaptanl\u0131k yapt\u0131\u011f\u0131 bilinmektedir. Bunlar\u0131n kimler\noldu\u011funa dair bir bilgiye rastlanmam\u0131\u015ft\u0131r. Seyr-i Sefain \u0130daresine ba\u011fl\u0131\nK\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fck M\u00fcd\u00fcriyetinin kurulup i\u015flerlik kazanmas\u0131 ile\n\u0130stanbul ve \u00c7anakkale Bo\u011faz\u0131nda k\u0131lavuz kaptanl\u0131k yapmak \u00fczere \u015firket b\u00fcnyesine\nyeni kaptanlar al\u0131n\u0131r bu kaptanlar kendi b\u00fcnyesinden oldu\u011fu gibi Deniz Harp\nOkulu mezunu olup emekli olan deniz subaylar\u0131 ve ameli olarak kaptanl\u0131k yapan\nki\u015filerden olu\u015fmaktad\u0131r. Bu \u00f6zelli\u011fi dolay\u0131s\u0131 ile MEHMET<strong>\nATAULLAH K\u00d6PR\u00dcL\u00dc<\/strong> K\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fc\u011f\u00fcn tekel olarak Seyr-i Sefain\nidaresine verilmesinden sonra resmi olarak g\u00f6reve ba\u015flayan ilk k\u0131lavuz\nkaptand\u0131r. Bulgaristanl\u0131 Musevileri hamil tekne liman\u0131m\u0131zdan\nayr\u0131ld\u0131ktan sonra denize tahamm\u00fcl edemedi\u011finden sabaha kar\u015f\u0131 Silivri\u2019ye\ns\u0131\u011f\u0131nm\u0131\u015f ve bir m\u00fcddet sonra oradan hareket etmi\u015ftir. Yeni\u00e7iflik mevkiinde\nbulunan kaz\u0131klar \u00fczerine d\u00fc\u015ferek par\u00e7alanm\u0131\u015ft\u0131r. Bu kaza neticesinde \u00e7ocuk kad\u0131n\nve erkek olarak 380 ki\u015fi denize d\u00f6k\u00fclm\u00fc\u015ft\u00fcr.
