Ailesi aslen Haleplidir.\n13 Mart 1900 tarihinde Harp Okulu\u2019na girmi\u015f, 6 Aral\u0131k 1902 tarihinde okul birincisi\nolarak mezun olmu\u015ftur. 7 Aral\u0131k 1902 tarihinde, o zamanlar \u0130stanbul\u2019da Harbiye\nsemtinde olan, Harp Akademisi\u2019ne girmi\u015f, 5 Kas\u0131m 1905 tarihinde Kurmay Y\u00fczba\u015f\u0131\nolarak mezun olmu\u015ftur. Sadullah G\u00fcney\u2019in askerli\u011fi boyunca b\u00fct\u00fcn g\u00f6revleri\nHarbiye Nezareti\u2019nde ve nakliyatla ilgili b\u00f6l\u00fcmlerde ge\u00e7mi\u015ftir. Verilen t\u00fcm\ng\u00f6revleri ba\u015far\u0131 ile tamamlam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>1 Ekim 1911\ntarihinde Trablusgarp\u2019ta ba\u015flayan T\u00fcrk-\u0130talyan sava\u015f\u0131 ve ard\u0131ndan hissedilmekte\nolan Balkan Sava\u015f\u0131 nedeniyle 21 Ocak 1328 (1912) tarihinde Osmanl\u0131 Seyr-i\nSefain \u0130daresi, Harbiye Naz\u0131rl\u0131\u011f\u0131\u2019n\u0131n emir ve komutas\u0131na ge\u00e7er. Ard\u0131ndan\nHarbiye Naz\u0131rl\u0131\u011f\u0131\u2019n\u0131n 24 Ocak 1912 tarihli yaz\u0131s\u0131yla idareyle ilgili; y\u00f6netim,\ndenetleme, takip, kontrol ve koordine g\u00f6revleri i\u00e7in, o s\u0131rada Harbiye\nNaz\u0131rl\u0131\u011f\u0131\u2019nda Seferberlik Dairesi\u2019nde g\u00f6revli, Erk\u00e2n\u0131harp (Kurmay) Binba\u015f\u0131\nSadullah Bey Komiser olarak g\u00f6nderilir.<\/p>\n\n\n\n<p>Harbiye Naz\u0131rl\u0131\u011f\u0131\nnezdinde, koordinat\u00f6r olarak, sivil giyinmi\u015f vaziyette g\u00f6revlerini s\u00fcrd\u00fcren\nSadullah Bey, bu arada Leverandu Han\u0131\u2019ndan, Mumhane \u0130skelesi\u2019nin yan\u0131ndaki\nHarins Efendi Han\u0131\u2019na ta\u015f\u0131n\u0131lmas\u0131na yard\u0131mc\u0131 olur. Yeni binan\u0131n haz\u0131rlanmas\u0131na\nbizzat nezaret eder, gerekli \u00f6dene\u011fi sa\u011flar. Sadullah Bey buradan da Tophane\u2019de\nbulunan ve Sevkiyat M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne ait olan binaya ta\u015f\u0131n\u0131lmas\u0131n\u0131, bu i\u015f i\u00e7in\n(tamir v.s.) \u00f6denek \u00e7\u0131kmas\u0131n\u0131 ve 4 A\u011fustos 1329\u2019da (1913) bu konudaki gerekli\nyasan\u0131n \u00e7\u0131kmas\u0131n\u0131 sa\u011flad\u0131ktan sonra binan\u0131n m\u00fckemmel bir \u015fekilde onar\u0131m\u0131na\nnezaret eder. Bu bina; 1913 y\u0131l\u0131ndan 1957 y\u0131l\u0131na kadar 64 y\u0131l idarenin; s\u0131ras\u0131\nile Osmanl\u0131 Seyr-i Sefain \u0130daresi, \u00adT\u00fcrkiye Seyr-i Sefain \u0130daresi ve Devlet\nDenizyollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc olarak, 1944 y\u0131l\u0131ndan sonra de Denizyollar\u0131\n\u0130\u015fletmesi olarak hizmet vermi\u015ftir. S\u00f6z konusu bina 1958 y\u0131l\u0131nda Sal\u0131pazar\u0131\nR\u0131ht\u0131m\u0131\u2019n\u0131n in\u015fas\u0131 s\u0131ras\u0131nda y\u0131k\u0131lm\u0131\u015ft\u0131r, <\/p>\n\n\n\n<p>17 Ocak 1329\u2019da\n(1913) Osmanl\u0131 Sey-i Sefain \u0130daresi\u2019nin (Alman Vatanda\u015f\u0131) Umum M\u00fcd\u00fcr\u00fc Karl Leke\u2019nin\ng\u00f6revden ayr\u0131lmas\u0131 ile Sadullah Bey Umum M\u00fcd\u00fcr Vekilli\u011fine atan\u0131r. Bu s\u00fcre i\u00e7inde\nMarsilya\u2019da (Fransa) in\u015fa edilmi\u015f olan 3 vapur olan Kad\u0131k\u00f6y, Burgaz ve Moda\u2019n\u0131n\ngetirilmesinin yan\u0131nda Azapkap\u0131\u2019da (Hali\u00e7) 4 vapur; Tuzla, Yakac\u0131k, Y\u00f6r\u00fck ve\nY\u00fczba\u015f\u0131 Murat Bey\u2019in tamir ve onar\u0131mlar\u0131 yap\u0131l\u0131r (7 May\u0131s 1913). Bu arada \u0130dare,\ngemilerinin su ihtiya\u00e7lar\u0131 i\u00e7in, Y\u00fczba\u015f\u0131 Murat Bey gemisini g\u00f6revlendirir.\n\u0130stanbul\u2019da Dersaadet Su \u015eirketi olarak faaliyet g\u00f6steren imtiyaz\u0131 yabanc\u0131\nkurulu\u015ftan indirimli su al\u0131nmas\u0131 i\u00e7in h\u00fck\u00fcmet nezdinde d\u00fczenleme yap\u0131lmas\u0131n\u0131\nsa\u011flar. Harbiye Naz\u0131rl\u0131\u011f\u0131\u2019nda Levaz\u0131mat\u0131 Umumiye Reisi (Lojistik Ba\u015fkan) \u0130smail\nHakk\u0131 Pa\u015fa\u2019n\u0131n ek g\u00f6revle \u0130dareye Umum M\u00fcd\u00fcr\u00fc olmas\u0131 ile (12 Aral\u0131k 1913) Mart\n1914\u2019te Sadullah Bey tekrar eski g\u00f6revini idame ettirdi\u011fi Harbiye Naz\u0131rl\u0131\u011f\u0131\nSeferberlik Dairesi\u2019ne d\u00f6ner. Bilindi\u011fi gibi 1. D\u00fcnya Sava\u015f\u0131 s\u0131ras\u0131nda Seyr-i\nSefain \u0130daresi, \u015eirket-i Hayriye ve hatta Hali\u00e7 Vapur \u0130daresi tamam\u0131 ile askeri\nhizmetlere tahsis olunurlar. Bu nedenle Sevkiyat M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nde g\u00f6revli olan\nSadullah Bey\u2019in idare ile olan ba\u011flant\u0131s\u0131 devam eder.<\/p>\n\n\n\n<p>Mondros M\u00fctarekesi\n(30 Ekim 1918) i\u00e7in Osmanl\u0131 H\u00fck\u00fcmeti, taraf\u0131ndan g\u00f6revlendirilmi\u015f olan Rauf Orbay\u2019\u0131n ba\u015fkanl\u0131\u011f\u0131ndaki heyette &#8211;\nHarbiye Nezareti Temsilcisi &#8211; Kurmay Yarbay Sadullah Bey bulunmaktad\u0131r. A.\n\u0130zzet Pa\u015fa Kabinesinde Harbiye Naz\u0131r\u0131 olan Cevat Pa\u015fa, Sadullah Bey\u2019i Seyr-i\nSefain \u0130daresi\u2019ne Genel M\u00fcd\u00fcr olarak atar. 27 Aral\u0131k 1918 &#8211; 13 \u015eubat 1919\ntarihleri aras\u0131nda yani bir bu\u00e7uk ay s\u00fcren bu m\u00fcddet zarf\u0131nda daha ziyade\nMondros M\u00fctarekesi\u2019nin denizle ilgili olan uygulamalar\u0131n\u0131 takip etmi\u015ftir;\nesasen atamas\u0131n\u0131n sebebi de budur. Bu s\u00fcre i\u00e7inde en \u00f6nemli faaliyet \u00fclkede\nbulunan Alman ve Avusturyal\u0131lar\u0131n; G\u00fclcemal, Akdeniz ve Re\u015fit Pa\u015fa vapurlar\u0131 ile\n\u00fclkelerine nakledilmesidir. Sadullah Bey\u2019in Harbiye Nezareti\u2019ne d\u00f6nd\u00fc\u011f\u00fc ve Sevkiyat\nM\u00fcd\u00fcr\u00fc olarak g\u00f6rev yapt\u0131\u011f\u0131 bu s\u00fcre i\u00e7inde yapt\u0131\u011f\u0131 en \u00f6nemli i\u015f, Ulu \u00d6nderi Band\u0131rma\nVapuruna u\u011furlamas\u0131d\u0131r. 16 May\u0131s 1919 g\u00fcn\u00fc Akaretler\u2019de (Be\u015fikta\u015f) bulunan annesi\nve k\u0131z karde\u015fi ile vedala\u015fan Mustafa Kemal Pa\u015fa buradan Be\u015fikta\u015f\u2019ta bulunan\nAsker Yollama M\u00fcd\u00fcrl\u00fc\u011f\u00fc (Sevkiyat M\u00fcd\u00fcrl\u00fc\u011f\u00fc)\u2019n\u00fcn Be\u015fikta\u015f\u2019taki (\u015eimdiki Deniz\nM\u00fczesi) binas\u0131na gelir. Bu s\u0131rada Band\u0131rma Vapuru K\u0131zkulesi \u00f6nlerinde\nkontrollerini tamamlatm\u0131\u015f, bu tarihi ve \u00e7ok k\u0131ymetli misafirini almak \u00fczere pek\na\u011f\u0131r yolla Karadeniz\u2019e do\u011fru ilerlemektedir. Sevkiyat M\u00fcd\u00fcr\u00fc Kurmay Albay\nSadullah Bey taraf\u0131ndan haz\u0131rlanm\u0131\u015f olan istimbot, b\u00fcy\u00fck kurtar\u0131c\u0131m\u0131z\u0131 \u015fimdiki\nyeni vapur iskelesinden alarak Band\u0131rma\u2019ya ula\u015ft\u0131r\u0131r. Sadullah Bey bundan sonra\nAnkara\u2019ya giderek Kurtulu\u015f Sava\u015f\u0131\u2019na kat\u0131l\u0131r. Milli M\u00fcdafaa Vek\u00e2leti\u2019nde yine\nSevkiyat \u0130\u015flerinde g\u00f6revlendirilir. Bilindi\u011fi gibi &#8211; m\u00fctareke gere\u011fince\nKurtulu\u015f Sava\u015f\u0131 ba\u015flang\u0131c\u0131nda mevcudu y\u00fcz bin civar\u0131na d\u00fc\u015f\u00fcr\u00fclen &#8211; ordular\u0131m\u0131z\nB\u00fcy\u00fck Taarruz arifesinde geri hizmetler ile birlikte 350 bini bulmu\u015ftur ve bu d\u00f6rt\ny\u0131ll\u0131k s\u00fcre i\u00e7inde i\u015fgal kuvvetleriyle ve \u00f6zellikle Yunanl\u0131lar\u0131n yan\u0131 s\u0131ra\nErmeni ve Rum \u00e7eteler ile sava\u015flar devam etmi\u015ftir. Dolay\u0131s\u0131yla cephedeki ordular\u0131m\u0131z\u0131n\nlojistik deste\u011fi stratejik bir \u00f6nem ta\u015f\u0131m\u0131\u015f, bunda da ba\u015far\u0131l\u0131 olunmu\u015ftur. 10\nTemmuz 1920 tarihinde Marmara ve Karadeniz limanlar\u0131na yap\u0131lan (Sonradan\nAkdeniz\u2019de Mersin ve Antalya limanlar\u0131na da yap\u0131lm\u0131\u015ft\u0131r) deniz nakliyat\u0131n\u0131n\norganizesi i\u00e7in Milli M\u00fcdafaa Vek\u00e2leti\u2019ne ba\u011fl\u0131 olarak Umum-u Bahriye M\u00fcd\u00fcrl\u00fc\u011f\u00fc\nkurulur. Bu birim sadece iskelelere kadar olan nakliyat\u0131 yapmaktad\u0131r. \u0130\u00e7\nb\u00f6lgelere olan ta\u015f\u0131malar\u0131 ise b\u00f6lgedeki askeri -m\u00fclk amirlikler taraf\u0131ndan\nyerine getirilmektedir. Ancak zamanla bu yeterli olmad\u0131. B\u00fcy\u00fcyen ordular\u0131m\u0131z\u0131n\nartan lojistik ihtiya\u00e7lar\u0131 yeni birimleri gerektirdi. 10 Ocak 1921 tarihinde\nyine Milli M\u00fcdafaa Vek\u00e2leti\u2019ne ba\u011fl\u0131 Sevkiyat ve Nakliyat Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\nkuruldu. Bu m\u00fcd\u00fcrl\u00fc\u011f\u00fcn en \u00f6nemli m\u00fcfetti\u015fliklerinden birisi de Ankara Menzil\nB\u00f6lge M\u00fcfetti\u015fli\u011fi\u2019nin ba\u015f\u0131na Kurmay Albay Sadullah Bey getirildi. Kurtulu\u015f Sava\u015f\u0131\ns\u0131ras\u0131nda deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 genelde \u0130nebolu liman\u0131na istinaden yap\u0131ld\u0131\u011f\u0131 ve\n\u0130nebolu\u2019nun Ankara Menzil B\u00f6lge M\u00fcfetti\u015fli\u011fi\u2019ne ba\u011fl\u0131 bir Menzil Nokta\nKumandanl\u0131\u011f\u0131 oldu\u011fu dikkate al\u0131nd\u0131\u011f\u0131nda, Sadullah Bey\u2019in g\u00f6revinin boyutlar\u0131\ndaha kolay anla\u015f\u0131l\u0131r. Sakarya Sava\u015f\u0131\u2019ndan (23 A\u011fustos &#8211; 13 Eyl\u00fcl 1921) sonra\nyani ordular\u0131m\u0131z\u0131n 10 ay sonraki B\u00fcy\u00fck Taarruz\u2019a haz\u0131rland\u0131klar\u0131 ve lojistik\ndeste\u011fin stratejik bir de\u011fer ta\u015f\u0131d\u0131\u011f\u0131 bu d\u00f6nemde Sadullah Bey Sevkiyat ve Nakliyat\nGenel M\u00fcd\u00fcr\u00fc olur. Bu g\u00f6revi sava\u015f sonuna kadar devam eder.<\/p>\n\n\n\n<p>6 Ocak 1923\u2019te\nSeyr-i Sefain \u0130daresi\u2019nin tekrar ba\u015f\u0131na gelir ve bu seferki g\u00f6revi 1 Temmuz\n1933 tarihine kadar kesintisiz olarak 10 bu\u00e7uk y\u0131l devam eder. 10 bu\u00e7uk y\u0131l Genel\nM\u00fcd\u00fcrl\u00fck yapan Sadullah G\u00fcney bug\u00fcnk\u00fc denizcili\u011fin temelini atm\u0131\u015ft\u0131r. 23 Ocak 1923\ntarihinde T\u00fcrkiye Seyr-i Sefain \u0130daresi olarak yeniden te\u015fkilatland\u0131r\u0131lan\nidare, \u0130dare Milli M\u00fcdafaa Vek\u00e2leti\u2019ne ba\u011flan\u0131r, daha sonra Ticaret Vek\u00e2leti\u2019ne\nba\u011flanan idare i\u00e7in 4 Nisan 1925\u2019te 597 say\u0131l\u0131 yasa \u00e7\u0131kart\u0131l\u0131r. Sadullah Bey \u00f6ncelikle\neldeki mevcut gemileri onarmak ve daha sonra eskiyen ve sava\u015f nedeniyle batan\ngemilerin yerine yeni gemiler edinmek i\u00e7in \u00e7al\u0131\u015fmalara ba\u015flan\u0131r. Bu i\u015fler i\u00e7in\nidarenin yeterli paras\u0131 yoktur. Lozan Anla\u015fmas\u0131\u2019na ba\u011fl\u0131 olarak T\u00fcrkiye ve\nYunanistan\u2019da bulunan T\u00fcrk ve Yunanl\u0131lar\u0131n yurtlar\u0131na g\u00f6t\u00fcr\u00fclmesi i\u015fi T\u00fcrk\ngemileri taraf\u0131ndan yap\u0131lacakt\u0131r. Bu ba\u011flamda Karadeniz\u2019e iki gemi tahsis\nedilerek o s\u0131ralarda Trabzon ve dolaylar\u0131nda Yunanistan\u2019a g\u00f6\u00e7 etmekte olan\nRumlar\u0131n ta\u015f\u0131nmas\u0131 ile idare b\u00fcy\u00fck kazan\u00e7 elde eder. Bu kazan\u00e7 sayesinde di\u011fer\ngemiler onar\u0131larak \u00e7al\u0131\u015f\u0131r duruma sokulur. <\/p>\n\n\n\n<p>\u0130lk olarak i\u015fgal\ny\u0131llar\u0131nda bir Yunan \u015firketine ait olup \u0130ngiliz bayra\u011f\u0131 alt\u0131nda \u00e7al\u0131\u015fan \u201cAntioch\u201d\nve \u201cAntissa\u201d isimlerindeki iki gemi sat\u0131n al\u0131narak Mersin ve Antalya ad\u0131 ile\nMersin hatt\u0131nda \u00e7al\u0131\u015fmaya ba\u015flad\u0131lar. \u0130stanbul\u2019da Adalar hatt\u0131nda \u00e7al\u0131\u015ft\u0131r\u0131lmak\n\u00fczere \u015eehir Hatlar\u0131 \u0130\u015fletmesi i\u00e7in yandan \u00e7arkl\u0131 B\u00fcy\u00fckada vapuru sat\u0131n al\u0131nd\u0131.\nBu arada h\u00fck\u00fcmet \u0130dareye, Maliye Bakanl\u0131\u011f\u0131\u2019n\u0131n kefaleti ile ulusal bankalardan\nfaizle bor\u00e7 alarak gemi almak ve gelirden \u00f6deme yetkisi verdi. Bunun \u00fczerine 1926\ny\u0131l\u0131nda Hollanda\u2019dan 4500 tonluk Karadeniz gemisi sat\u0131n al\u0131nda. Ve Karadeniz hatt\u0131nda\n\u00e7al\u0131\u015fmaya ba\u015flad\u0131. 1926 y\u0131l\u0131nda \u0130ngiltere\u2019den Anafarta ve Band\u0131rma (\u00dclgen)\nisimlerini verdi\u011fi iki gemi daha ald\u0131. \u0130dare Karadeniz hatt\u0131nda Karadeniz\nvapurunun ihtiyaca uygun bulunmas\u0131 nedeniyle Hollandal\u0131 \u015firketin elindeki di\u011fer\n\u00fc\u00e7 gemiyi de alarak \u0130zmir, Ankara ve Ege isimlerini verdi. Daha sonra Marmara\nvapurunu \u0130\u015fletmeye k\u00f6m\u00fcr ta\u015f\u0131yan K\u0131z\u0131l\u0131rmak gemisine ek olarak 1.500 tonluk\nZonguldak, 2.400 tonluk Sinop \u015filepleri ile Kocaeli, Konya, \u0130nebolu ve\n\u00c7anakkale gemilerini alarak filosunu b\u00fcy\u00fctt\u00fc. 1928 y\u0131l\u0131nda filonun b\u00fcy\u00fcmesi ile\ntamir ve bak\u0131m\u0131n\u0131n yap\u0131lmas\u0131 amac\u0131yla Sadullah Bey\u2019in giri\u015fimleri ile Hali\u00e7\nTersanesi, \u0130dareye verildi. 1929 y\u0131l\u0131nda ise Tophane r\u0131ht\u0131m\u0131nda bulunan\nantrepolar; otomobil, kamyon ve u\u00e7ak motorlar\u0131 yapmak \u00fczere bir anla\u015fma ile\nFord firmas\u0131na verildi. \u0130\u00e7 hatlar\u0131n yan\u0131nda 1930 \u0130skenderiye ve Pire hatlar\u0131 a\u00e7\u0131ld\u0131.\nBu hatlar\u0131n a\u00e7\u0131lmas\u0131 nedeniyle de T\u00fcrkiye Seyr-i Sefain \u0130daresi\u2019ni tan\u0131tan bir\nafi\u015f haz\u0131rlatt\u0131. Bu afi\u015f o g\u00fcne kadar bir kurumu ve onun hizmetlerini tan\u0131tan\nturizm ama\u00e7l\u0131 ilk afi\u015fti. <\/p>\n\n\n\n<p>Sadullah Bey en\n\u00f6nemli hizmetlerinden birisi de Yalova Kapl\u0131calar\u0131d\u0131r. Bak\u0131ms\u0131z ve metruk bir\nhalde bulunan Yalova Kapl\u0131calar\u0131n\u0131 Atat\u00fcrk\u2019\u00fcn talimat\u0131 ile onararak hizmete\na\u00e7m\u0131\u015ft\u0131r. Halk\u0131n buraya rahat gidip gelmesini temin i\u00e7in Yalova seferlerini\nba\u015flatm\u0131\u015ft\u0131r. Almanya\u2019da in\u015fa edilen, sava\u015f nedeniyle verilmeyen K\u0131nal\u0131ada,\nPendik ve Maltepe gemilerinin getirilmesini temin etmi\u015ftir. \u015eehir Hatlar\u0131\nfilosuna ilaveten de Heybeliada ve Kalam\u0131\u015f gemilerini Marsilya\u2019da in\u015fa\nettirmi\u015ftir. Bu d\u00f6nem i\u00e7erisinde Caddebostan, Suadiye, Burgaz \u0130skeleleri\nyenilenmi\u015ftir. <\/p>\n\n\n\n<p>Sadullah Bey\u2019in\nT\u00fcrk denizcili\u011fine en b\u00fcy\u00fck hizmeti sa\u011flam ve yeterli say\u0131da gemiye sahip\nolunca Lozan Anla\u015fmas\u0131 ile kabul edilen, ancak gemi yetersizli\u011fi nedeniyle iki\ny\u0131l s\u00fcre ile ertelenen Kabotaj hakk\u0131n\u0131n kullan\u0131lmas\u0131 idi. 1926 y\u0131l\u0131nda ilk defa\nT\u00fcrkiye Seyr-i Sefain \u0130daresi Rehberi isimli bir kitap \u00e7\u0131kartm\u0131\u015ft\u0131r. Tophane\nr\u0131ht\u0131m\u0131 in\u015fa edilerek buradan gemilerin kalkmas\u0131 sa\u011flanm\u0131\u015ft\u0131r. <\/p>\n\n\n\n<p>Sadullah Bey\u2019in\nyapt\u0131\u011f\u0131 bir di\u011fer b\u00fcy\u00fck hizmet de k\u0131lavuzluk ve r\u00f6mork\u00f6rc\u00fcl\u00fck hizmetlerinin\nT\u00fcrkiye Seyr-i Sefain \u0130daresi\u2019ne verilmesi i\u00e7in verdi\u011fi u\u011fra\u015ft\u0131r. U\u011fra\u015flar\u0131\nsonu\u00e7suz kalmam\u0131\u015f ve 13 Ocak 1924 tarihinde yay\u0131nlanan bir kanunla bu hakk\u0131n\nkazan\u0131lmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. Sadullah Bey\u2019in \u00e7al\u0131\u015fmalar\u0131n\u0131 Atat\u00fcrk yak\u0131ndan takip\netmi\u015ftir.
