Osman; &#8220;E\u011fer, o mahalde sur \u00fcs\u00adt\u00fcnde bir fener yap\u0131l\u0131p her\ngece kan\u00addilleri yak\u0131lsa, a\u00e7\u0131ktan ge\u00e7en gemici\u00adler \u0131\u015f\u0131\u011f\u0131 g\u00f6r\u00fcp yollar\u0131n\u0131 tayin\nederler&#8221; demi\u015f ve Ah\u0131rkap\u0131 burnunun en u\u00e7 noktas\u0131nda bir fener yap\u0131lmas\u0131n\u0131\nemretmi\u015ftir. O y\u0131llarda Kaptan-\u0131 Derya olan S\u00fc\u00adleyman Pa\u015fa, Ah\u0131rkap\u0131\u2019da surun\nbir burcu \u00fczerinde fener yapt\u0131rm\u0131\u015f ve fe\u00adnere hademeler, bek\u00e7iler yerle\u015ftir\u00admi\u015f,\nayr\u0131ca yeter miktarda zeytinya\u011f\u0131 da tahsis ettirmi\u015ftir. Ah\u0131rkap\u0131 Feneri bug\u00fcnk\u00fc\nhaline 1857\u2019de yeniden in\u015fa edilerek kavu\u015fturulmu\u015ftur.<\/p>\n\n\n\n<p>\u00dclkemizde,\nfenercili\u011fin tarihi, ge\u00adnellikle, yukar\u0131da anlatt\u0131\u011f\u0131m\u0131z hikayeyle\nba\u015flat\u0131lmaktad\u0131r. Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nda ilk fenerlerin, Ter\u00adsane-i Amire\ntaraf\u0131ndan 1839 y\u0131l\u0131n\u00addan itibaren konulmas\u0131 i\u00e7in \u00e7al\u0131\u015fma\u00adlar ba\u015flat\u0131lm\u0131\u015ft\u0131r\nama fenerlerin yap\u0131\u00adm\u0131 ancak K\u0131r\u0131m Sava\u015f\u0131 y\u0131llar\u0131nda ger\u00ad\u00e7ekle\u015ftirilmi\u015ftir.\n1855\u2019de K\u0131r\u0131m Sava\u015f\u0131 s\u0131ras\u0131nda, Frans\u0131z ve \u0130ngiliz deniz kuvvetlerine ba\u011fl\u0131\ngemilerin, \u0130stanbul Bo\u011faz\u0131\u2019n\u0131n Karadeniz giri\u015fini g\u00f6rmeleri ve ko\u00adlayl\u0131kla\nBo\u011faz sular\u0131na girebilmeleri \u0130\u00e7in, ilk olarak, bug\u00fcnk\u00fc Anadolu ve Rumeli Feneri\nk\u00f6ylerinin bulundu\u011fu mevkilere birer fener yerle\u015ftirilme\u00adsiyle i\u015fe\nba\u015flanm\u0131\u015ft\u0131r. Bu iki fener 15 May\u0131s 1856 g\u00fcn\u00fc \u00e7al\u0131\u015fmaya ba\u015fla\u00adm\u0131\u015ft\u0131r. \u0130mparatorluk\nk\u0131y\u0131lar\u0131 boyunca ya\u00adni, Girit ve \u00e7evresindeki adalar, Makedonya k\u0131y\u0131lar\u0131, Ege\nAdalar\u0131, \u0130zmir K\u00f6rfezi, di\u011fer Ege k\u0131y\u0131lar\u0131, \u00c7anakka\u00adle Bo\u011faz\u0131, Suriye, Marmara\nDenizi, Karadeniz k\u0131y\u0131lar\u0131, K\u0131z\u0131ldeniz \u00e7evre\u00adsinde yer alan 205 kadar fener\n1856\u00ad-1904 y\u0131llar\u0131 aras\u0131ndaki 48 y\u0131l i\u00e7inde yap\u0131lm\u0131\u015f ve hizmete girmi\u015ftir.\nOsmanl\u0131 Devleti k\u0131y\u0131lar\u0131nda fener in\u015fas\u0131 ve i\u015fletme imtiyaz\u0131 s\u00f6zle\u015fmesi,\nAvusturya, \u0130spanya, \u0130ran, Rusya, Yu\u00adnanistan ve Frans\u0131z devleti delegele\u00adriyle\nbirlikte, Kaptan-\u0131 Derya Meh\u00admet Ali Pa\u015fa taraf\u0131ndan, 20 A\u011fustos 1860 tarihinde\nimzalanm\u0131\u015ft\u0131r. B\u00f6ylece Azapkap\u0131\u2019da, bug\u00fcn art\u0131k tamamen yok olan, Hali\u00e7\nTersanesi\u2019nin kap\u0131s\u0131\u00adn\u0131n yan\u0131ndaki binada, &#8220;Fenerler \u0130da\u00adre-i\nUmumiyesi&#8221; ad\u0131yla imparatorluk k\u0131y\u0131lar\u0131ndaki fenerleri y\u00f6neten i\u015flet\u00adme\nkurulmu\u015ftur. Merkez \u015fubesi m\u00fcd\u00fcr\u00fc ve m\u00fchendisleri Frans\u0131z, tek\u00adnisyenleri ise\n\u0130stanbullu Levantenlerden se\u00e7ilmi\u015ftir. Fener bak\u0131c\u0131lar\u0131, b\u00f6lge fener me\u00admurlar\u0131\nve hizmetliler ise T\u00fcrklerden olu\u015fturulmu\u015ftur. Fenerler \u0130daresi olu\u015ftuktan\nsonra\u00adki ilk fenerler s\u00fcratle kurulmaya ba\u015f\u00adlanm\u0131\u015f; 15 A\u011fustos 1861\u2019de Kuru\u00e7e\u015f\u00adme,\nKandilli, Rumelihisar\u0131 (Kaya\u00adlar), Kanl\u0131ca, Yenik\u00f6y, Tarabya, Umuryeri\n(Beykoz-S\u00fctl\u00fcce aras\u0131) bank\u0131 ve Anadolu Kava\u011f\u0131 fenerleri hizmete girmi\u015ftir.\nB\u00f6ylece o s\u0131ralarda fa\u00adaliyete ge\u00e7en \u015eirket-i Hayriye gemi\u00adleri de geceleri\ng\u00fcvenle seyir yapabil\u00adme imkan\u0131na kavu\u015fmu\u015ftur. <\/p>\n\n\n\n<p>Fenerler\n\u0130dare-i Umumiyesi M\u00fc\u00add\u00fcrl\u00fc\u011f\u00fc, 1937 y\u0131l\u0131 sonuna kadar de\u00advam etmi\u015ftir. 1 Ocak\n1938 g\u00fcn\u00fcnden iti\u00adbaren, Frans\u0131zlar\u0131n imtiyaz ve y\u00f6ne\u00adtiminde olan Fenerler\n\u0130daresi, Naf\u0131a Vekili (Bay\u0131nd\u0131rl\u0131k Bakan\u0131) Ali \u00c7e\u00adtinkaya taraf\u0131ndan, T\u00fcrkiye\nCumhu\u00adriyeti devleti ad\u0131na 3302 Say\u0131l\u0131 Kanun\u00adla Frans\u0131zlardan sat\u0131n\nal\u0131n\u0131p millile\u015f\u00adtirilmi\u015ftir. Fenerler \u0130daresi o d\u00f6nemde kurulan Denizbank Umum\nM\u00fcd\u00fcrl\u00fc\u00ad\u011f\u00fc\u2019ne devredilmi\u015ftir. 1942 y\u0131l\u0131nda Devlet Limanlar\u0131\nUmum M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne, 1944 y\u0131l\u0131nda Devlet Denizyollar\u0131 ve Limanlar Umum M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne,\n1952 y\u0131l\u0131nda Denizcilik Bankas\u0131 T.A.O\u2019na, 1983 y\u0131l\u0131nda T\u00fcrkiye Denizcilik\nKurumu\u2019na, 1984 y\u0131l\u0131nda T\u00fcrkiye Denizcilik \u0130\u015fletmeleri\u2019ne ba\u011flanm\u0131\u015ft\u0131r. 1997\ny\u0131l\u0131nda ise yeni kurulan K\u0131y\u0131 Emniyeti ve Gemi Kurtarma i\u015fletmeleri Genel\nM\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne ba\u011flanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Bu g\u00fcn \u00fclkemiz k\u0131y\u0131lar\u0131nda de\u011fi\u015fik tip ve \u00f6zelliklerde\nKaradeniz\u2019de 103, \u0130stanbul Bo\u011faz\u0131\u2019nda 38, Marmara Denizi\u2019nde 64, \u00c7anakkale\nBo\u011faz\u0131\u2019nda 28, Ege Denizi\u2019nde 106, Akdeniz\u2019de 89 olmak \u00fczere toplam 428 adet deniz\nfeneri vard\u0131r. \u00dc\u00e7 taraf\u0131 denizlerle \u00e7evrili bir \u00fclke olmam\u0131za ra\u011fmen 1940\u2019l\u0131\ny\u0131llara kadar kendi teknolojimizle in\u015fa etti\u011fimiz fener yoktur. 1940 y\u0131l\u0131ndan\n\u00f6nce yap\u0131lan fenerlerin hemen hemen tamam\u0131 Frans\u0131z Fenerler \u0130daresi taraf\u0131ndan\nin\u015fa edilmi\u015ftir. <\/p>\n\n\n\n<p>1938 y\u0131l\u0131nda\nFenerler imtiyaz\u0131 Frans\u0131zlardan al\u0131n\u0131nca bu i\u015fe muhalefet edenler; \u201cBiz deniz\nfeneri yapamay\u0131z; hem teknik bir i\u015ftir, hem de zor bir in\u015faatt\u0131r. Bazen\nin\u015faat\u0131n \u00f6nemli bir k\u0131sm\u0131n\u0131 deniz i\u00e7erisinde yapacaks\u0131n ki, bu da bilgi tecr\u00fcbe\nisteyen bir i\u015ftir. Onun i\u00e7in biz fener in\u015faat\u0131 yapamay\u0131z. \u00c7ok girintili\n\u00e7\u0131k\u0131nt\u0131l\u0131 olan k\u0131y\u0131lar\u0131m\u0131zda seyir emniyeti a\u00e7\u0131s\u0131ndan daha \u00e7ok fenerler yapmak\nlaz\u0131md\u0131r. Bu bak\u0131mdan fenerlerin \u00f6nemi \u00e7ok b\u00fcy\u00fckt\u00fcr. Bu i\u015fi yapacak ne m\u00fcteahhidimiz\nvard\u0131r, ne yeterli bilgimiz, ne de yeterli bir sermaye vard\u0131r.\u201d \u0130\u015fte bu s\u0131rada\nhen\u00fcz otuz ya\u015flar\u0131nda olan bir gen\u00e7 1945 y\u0131l\u0131nda \u00e7\u0131k\u0131yor ve diyor ki; \u201cBen bu\nfenerleri yapar\u0131m.\u201d Bu gen\u00e7 Orhan K\u0131z\u0131ldemir\u2019dir. <\/p>\n\n\n\n<p>Orhan\nK\u0131z\u0131ldemir: 1914 y\u0131l\u0131nda \u0130stanbul\u2019da do\u011fmu\u015f ve en b\u00fcy\u00fck hayali denizci olan\nbabas\u0131 gibi denizci olmak olmu\u015ftur. \u00c7ok k\u00fc\u00e7\u00fck ya\u015ftan itibaren babas\u0131n\u0131n yan\u0131nda\nseferlere gide gele denizle tan\u0131\u015fan K\u0131z\u0131ldemir adeta denize a\u015f\u0131k olmu\u015ftur.\nBunun i\u00e7in Heybeliada\u2019daki Deniz Lisesi\u2019ne girmek istemi\u015f ancak \u00e7e\u015fitli\nnedenlerle girememi\u015f. \u0130stanbul Erkek Lisesi\u2019nin yolunu tutmu\u015f. Buradan sonra da\n\u0130stanbul \u00dcniversitesi Co\u011frafya Fak\u00fcltesi\u2019ne girmi\u015f ve buradan mezun olmu\u015ftur.\nOkul bitimi, askerlik derken i\u00e7indeki deniz a\u015fk\u0131 ile 1945 y\u0131l\u0131nda b\u00fct\u00fcn\nbirikimini riske ederek Devletin a\u00e7t\u0131\u011f\u0131 Finike Feneri in\u015faat\u0131 ihalesine girmi\u015f\nve Finike Feneri\u2019ni yapm\u0131\u015ft\u0131r. Finike Feneri, Fenerler \u0130daresi\u2019nin\nmillile\u015ftirilmesi sonunda ilk defa T\u00fcrk mimar ve m\u00fchendislerince \u00e7izilip\nprojelendirilen ve bir T\u00fcrk firmas\u0131 taraf\u0131ndan in\u015fa edilen ilk fenerdir. Bu\nfener, 1975 y\u0131l\u0131nda Finike &#8211; Antalya yolunun ge\u00e7mesi nedeniyle bu g\u00fcn kullan\u0131lamamaktad\u0131r.\nFener binas\u0131 Tabiat Varl\u0131klar\u0131 Kurulu\u2019nca koruma alt\u0131na al\u0131narak bir k\u00fclt\u00fcr ve tabiat\nvarl\u0131\u011f\u0131 ilan edilmi\u015ftir. \u0130\u00e7inde \u00e7ok derin vatan sevgisi olan bu insan bu\nsevgisini babas\u0131ndan almaktad\u0131r. Baba Ahmet K\u0131z\u0131ldemir 1302 (1886) y\u0131l\u0131nda\nBursa\u2019da do\u011fmu\u015ftur. Denizcili\u011fe merak sarar ve Y\u00fcksek Denizcilik Okulu\u2019na girer\nancak \u00e7e\u015fitli nedenlerle son s\u0131n\u0131f\u0131ndan ayr\u0131l\u0131r. Ama i\u00e7indeki deniz sevgisi hi\u00e7\nbitmez. Meslek olarak denizcili\u011fe devam eder ve \u00e7ark\u00e7\u0131ba\u015f\u0131 ehliyeti ile\ngemilerde \u00e7al\u0131\u015fmaya ba\u015flar. Balkan Sava\u015f\u0131, 1. D\u00fcnya Sava\u015f\u0131 derken i\u015fgal olunan\n\u00fclkesini kurtarmak i\u00e7in \u00fczerine d\u00fc\u015fen g\u00f6revi yapar. Ailesini \u0130stanbul\u2019da\nb\u0131rakarak Karadeniz Ere\u011fli\u2019ye gider. Burada bir vesile ile bulunan Gazal\nR\u00f6mork\u00f6r\u00fc\u2019n\u00fcn ka\u00e7\u0131r\u0131lmas\u0131nda etkin rol oynar ve r\u00f6mork\u00f6r\u00fcn \u00e7ark\u00e7\u0131ba\u015f\u0131s\u0131 olur.\nRusya\u2019dan Samsun\u2019a, Trabzon\u2019a silah ve m\u00fchimmat ta\u015f\u0131r. \u0130stiklal Sava\u015f\u0131\u2019n\u0131n\nkazan\u0131lmas\u0131nda \u00f6nemli rol oynar. 7 Ekim 1922 g\u00fcn\u00fc cephane, silah ve asker sevk\u0131yat\u0131nda\nhizmet g\u00f6ren Gazal R\u00f6mork\u00f6r\u00fc\u2019ne Karadeniz\u2019de karakol g\u00f6revi \u00e7\u0131kart\u0131lm\u0131\u015f, hem\nd\u00fc\u015fman hakk\u0131nda ke\u015fif yapacak, hem de Romanya\u2019dan malzeme getiren d\u00fc\u015fman\ngemilerinin \u00f6n\u00fcn\u00fc keserek onlar\u0131 bat\u0131racak, bunu da uzun zamand\u0131r kullan\u0131lmayan\ntek topu ile yapacakt\u0131r. Yoluna \u00e7\u0131kan Yunan gemisinin \u00f6n\u00fcn\u00fc keserek gemiyi esir\nal\u0131rlar. Geminin ad\u0131 Urania\u2019d\u0131r. (Sava\u015f sonunda Seyr-i Sefain \u0130daresi\u2019ne\nverildi ve ad\u0131 Samsun oldu. 1927 y\u0131l\u0131nda K\u0131rzade \u015eevki Bey taraf\u0131ndan sat\u0131n\nal\u0131narak ad\u0131 Galata oldu.) \u00d6mr\u00fc hep denizlerde ge\u00e7en Ahmet K\u0131z\u0131ldemir\u2019in,\nOsmanl\u0131 Seyr-i Sefain \u0130daresi\u2019nde ba\u015flayan \u00e7al\u0131\u015fma hayat\u0131 13.07.1951 tarihinde\nDevlet Denizyollar\u0131 ve Limanlar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nde sona erdi. 1967 y\u0131l\u0131nda vefat\neder.&nbsp; Baba Ahmet K\u0131z\u0131ldemir \u0130stiklal Sava\u015f\u0131\u2019n\u0131n\nkazan\u0131lmas\u0131nda etkin bir rol oynar. \u00c7\u0131lg\u0131n bir T\u00fcrk olan Ahmet K\u0131z\u0131ldemir\u2019in\nyine kendisi gibi \u00e7\u0131lg\u0131n T\u00fcrk olan o\u011flu Orhan K\u0131z\u0131ldemir, d\u00fc\u015fmanlar\u0131 ekonomik\nolarak bu \u00fclkeden kovmak i\u00e7in b\u00fct\u00fcn g\u00fcc\u00fcyle \u00e7al\u0131\u015f\u0131r. Finike Feneri\u2019ni 1948\ny\u0131l\u0131nda Alanya Feneri\u2019nin lojman in\u015faat\u0131 izler, 1949 y\u0131l\u0131nda ise Edremit\nFeneri. Ak\u00e7ay K\u00f6rfezi\u2019nde Kare Burnu\u2019nda betonarme kaz\u0131kl\u0131 temel sistemi ile\nin\u015fa edilir.&nbsp; 1950 y\u0131l\u0131nda r\u0131ht\u0131mlar\ntamir ve takviye edilerek ve anrojman bloklar\u0131 onar\u0131larak takviye edilmesi ile\nBodrum Feneri \u0130n\u015fa edilir. 1951 y\u0131l\u0131nda Bodrum Karaada Feneri, yine ayn\u0131 y\u0131l\nin\u015fa edilen G\u00fcll\u00fck Karaburun Feneri ile Mandalya K\u00f6rfezi\u2019ndeki Tav\u015fan Adas\u0131\nFeneri ile Dat\u00e7a Ata Adas\u0131 Feneri ile \u0130nceburun Feneri in\u015fa edilir. 1953\ny\u0131l\u0131nda \u015eark\u00f6y \u0130nceburun Feneri ile sehpa sistemine g\u00f6re in\u015fa edilen 6 adet\nAyval\u0131k Kanal Feneri deniz i\u00e7erisinde in\u015fa edilmi\u015flerdir. Ayn\u0131 tarihte yine\nAyval\u0131k\u2019ta Rovley Burnu Feneri in\u015fa edilmi\u015ftir. 1955 y\u0131l\u0131nda \u00fczerinde esasl\u0131\ntamirat yap\u0131larak demir putreller spring sistemi usturma\u00e7a ile \u00e7evrilen\nKarabiga Vapur \u0130skelesi, 1963 y\u0131l\u0131nda Marmara Ekinlik Adas\u0131 kar\u015f\u0131s\u0131ndaki\nHay\u0131rs\u0131z Ada\u2019da yap\u0131lan Ekinlik Feneri. Ve Orhan K\u0131z\u0131ldemir\nZincirbozan\u2019da Kaptan Nam\u0131k Assena\u2019n\u0131n istedi\u011fi gibi bir fener yapar.&nbsp; 1969 y\u0131l\u0131nda Tekirda\u011f Vapur \u0130skelesi esasl\u0131\nbir \u015fekilde takviye yap\u0131larak g\u00fc\u00e7lendirilmi\u015ftir. 1969 y\u0131l\u0131nda \u00c7e\u015fme D\u00f6k\u00fcnt\u00fcta\u015f\nFeneri 4 milimlik sa\u00e7 ve profil demirlerinden imal edilmi\u015f olan 25 ton\na\u011f\u0131l\u0131\u011f\u0131ndaki demir k\u0131sm\u0131n deniz i\u00e7indeki kayal\u0131klar \u00fczerine oturtulmas\u0131 ile i\u00e7i\nbeton doldurularak elde edilen platform \u00fczerine betonarme olarak in\u015fa edilen\nkule bi\u00e7iminde in\u015fa edilmi\u015ftir. Orhan K\u0131z\u0131ldemir, son fenerini ise kendisini\nemekli etti\u011fi 1980 y\u0131l\u0131nda evinin \u00e7at\u0131s\u0131na yaparak, kendi kabu\u011funa \u00e7ekilir.
