M.\u00d6. 1700&#8217;l\u00fc y\u0131llarda konan Hammurabi Kanunlar\u0131&#8217;nda da k\u0131lavuz\nkaptan\u00adlardan s\u00f6z edilmekte, &#8220;Kaptan\u0131n \u00fccreti bir g\u00fcm\u00fc\u015f sikke ise, k\u0131lavuz\nkapta\u00adn\u0131nki iki g\u00fcm\u00fc\u015f sikke olacakt\u0131r!&#8221; denmektedir.<\/p>\n\n\n\n<p>Mesudiye firkateyninde\ntoplanan komisyonun \u00fcyelerinden S\u00fcleyman Nutki Bey (1851\u20131924), 191O&#8217;da\nDonanma&#8217;dan emekli olunca bu i\u015fin \u00fcze\u00adrinde \u00f6nemle durmaya ba\u015flad\u0131. (Bu zat,\n\u0130stanbul Teknik \u00dcniversitesi Gemi \u0130n\u015faiye K\u00fcrs\u00fcs\u00fc Ba\u015fkanl\u0131\u011f\u0131 da yapan Ord.\nProf. Ata Nutku Bey&#8217;in babas\u0131d\u0131r. Deniz Kuvvetleri&#8217;nde yarbayl\u0131\u011fa kadar\ny\u00fckselmi\u015fti, ayn\u0131 zamanda deniz ta\u00adrih\u00e7isi, yay\u0131nc\u0131, yazar, m\u00fczeci ve\n\u00f6\u011fretmenlik y\u00f6nleriyle dikkati \u00e7eken bir \u015fahsiyetti.)<\/p>\n\n\n\n<p>1914&#8217;te toplanan ikinci komisyona yeniden \u00fcye olarak\ngiren S\u00fcleyman Nutki Bey, K\u0131lavuzluk Servisi&#8217;nin kurulmas\u0131 i\u00e7in ger\u00e7ekten b\u00fcy\u00fck\nemek sarf etti. Uzun \u00e7al\u0131\u015fmalar\u0131n sonunda 1914 y\u0131l\u0131nda bir K\u0131lavuzluk Nizam\u00adnamesi\nd\u00fczenlendi ve bu konudaki t\u00fcm yetkiler Osmanl\u0131 Seyr-i Sefain \u0130da\u00adresi&#8217;ne\nverildi. Ne yaz\u0131k ki, bu \u00e7ok yararl\u0131 giri\u015fim Birinci D\u00fcnya Sava\u015f\u0131&#8217;n\u0131n patlak\nvermesi \u00fczerine ger\u00e7ekle\u015ftirilemedi.<\/p>\n\n\n\n<p>1917de Rusya&#8217;daki b\u00fcy\u00fck devrim sonras\u0131nda imzalanan\nBrest-Litovsk Antla\u015fmas\u0131 ile Karadeniz&#8217;den gelen gemilerin Bo\u011fazlardan\nge\u00e7meleri ihti\u00admalleri kuvvetleniyordu. Bu durum kar\u015f\u0131s\u0131nda S\u00fcleyman Nutki Bey,\nd\u00f6ne\u00admin Bahriye Naz\u0131n Cemal Pa\u015fa&#8217;y\u0131 k\u0131lavuzluk hizmetleri ve imtiyaz\u0131n\u0131n \u00f6n\u00adceden\nOsmanl\u0131 Seyr-i Sefain \u0130daresi&#8217;ne verildi\u011fi ve bu \u0130dare&#8217;nin ise Harbiye\nNezareti&#8217;ne ba\u011fl\u0131 oldu\u011fu nedenle, k\u0131lavuzluk hizmetlerinin de Seyr-i Sefain\ntaraf\u0131ndan y\u00fcr\u00fct\u00fclmesi gerekti\u011fine ikna etti. Ama te\u015fkilat kurulmad\u0131\u011f\u0131n\u00addan\nuygulamaya ge\u00e7ilemedi.<\/p>\n\n\n\n<p>Bu durum kar\u015f\u0131s\u0131nda, S\u00fcleyman Nutki Bey yeniden bir\nrapor haz\u0131rlaya\u00adrak Osmanl\u0131 Seyr-i Sefain \u0130daresi Enc\u00fcmeni&#8217;ne verdiyse de Umum\nM\u00fcd\u00fcr vekil Topal \u0130smail Hakk\u0131 Pa\u015fa&#8217;n\u0131n kar\u015f\u0131 koymas\u0131 y\u00fcz\u00fcnden rapor bu sefer\nde uygulamaya konulamad\u0131. Daha da k\u00f6t\u00fcs\u00fc, te\u015fkilat\u0131n kurulmas\u0131, 1918&#8217;de\nM\u00fctareke g\u00fcnlerine kadar da uzad\u0131. \u00c7\u00fcnk\u00fc o y\u0131llarda m\u00fcttefikimiz olan<\/p>\n\n\n\n<p>Almanlardan\nKohen adl\u0131 bir deniz binba\u015f\u0131s\u0131 Bo\u011faz\u2019da k\u0131lavuzluk yapt\u0131rma\u00adya ba\u015flam\u0131\u015ft\u0131.\nTopal \u0130smail Pa\u015fa&#8217;n\u0131n Kohen adl\u0131 bu deniz binba\u015f\u0131s\u0131yla men\u00adfaat ili\u015fkileri\ni\u00e7inde oldu\u011fu s\u00f6yleniyordu. Ayr\u0131ca S\u00fcleyman Nutki Bey, Pa\u00ad\u015fa&#8217;n\u0131n k\u00f6t\u00fc\nmuamelesiyle kar\u015f\u0131la\u015fm\u0131\u015ft\u0131. D\u00f6nemin Bahriye Naz\u0131r\u0131 H\u00fcseyin Rauf Bey&#8217;in (\u00fcnl\u00fc Hamidiye kahrama\u00adn\u0131 H\u00fcseyin Rauf Orbay,\n1881\u20131964) \u0131srarl\u0131 tutumu ve deste\u011fiyle 9 Ekim 1918 g\u00fcn\u00fc te\u015fkilat\u0131n kurulmas\u0131\nger\u00e7ekle\u015febildi. O g\u00fcn, Osmanl\u0131 Seyr-i Sefain idaresi binas\u0131nda S\u00fcleyman Nutki\nBey&#8217;e, bir masa ile iki sandal\u00adyenin ancak s\u0131\u011fabilece\u011fi kadar k\u00fc\u00e7\u00fck de olsa,\nbir oda tahsis edildi. \u0130lk olarak tecr\u00fcbeli ve bilgili kaptanlardan olu\u015fan bir\nk\u0131lavuzlar heyeti ku\u00adruldu.<\/p>\n\n\n\n<p>Kurulu\u015fun paras\u0131 olmad\u0131\u011f\u0131 gibi, k\u0131lavuzluk edilecek\ngemiye gitmek i\u00e7in teknesi de yoktu. Hi\u00e7bir \u00f6dene\u011fi olmad\u0131\u011f\u0131ndan gerekli\nmalzeme\u00adnin kar\u015f\u0131lanmas\u0131 imk\u00e2ns\u0131z g\u00f6r\u00fcn\u00fcyordu. K\u0131lavuzluk te\u015fkilat\u0131, kurulma\u00ads\u0131na\nkurulmu\u015ftu da hen\u00fcz hizmet veremez durumdayd\u0131. Kald\u0131 ki, yet\u00adkililer aras\u0131nda\nbu kurulu\u015fun asla hizmet veremeyece\u011fi g\u00f6r\u00fc\u015f\u00fcnde olanlar da vard\u0131.<\/p>\n\n\n\n<p>S\u00fcleyman Nutki Bey y\u0131lmad\u0131, usanmad\u0131, te\u015fkilat\u0131\ng\u00fc\u00e7lendirmek i\u00e7in \u00e7a\u00adl\u0131\u015ft\u0131. O s\u0131ralarda Seyr-i Sefain Umum M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne atanan\nAmiral Vas\u0131f Pa\u015fa&#8217;ya durumu anlatt\u0131ktan ba\u015fka, Harbiye Nezareti&#8217;ne de resmen\nba\u015fvura\u00adrak k\u0131lavuzluk imtiyaz\u0131n\u0131n Osmanl\u0131 Donanma Cemiyeti&#8217;ne devredilerek\nmemleket menfaatlerinin kollanmas\u0131n\u0131 istedi. T\u00fcrk denizcili\u011fi, bu i\u015f i\u00e7in 28\ny\u0131l u\u011fra\u015fan emekli firkateyn kaptanlar\u0131ndan S\u00fcleyman Nutki Bey&#8217;e, \u00e7ok \u015fey\nbor\u00e7ludur.<\/p>\n\n\n\n<p>Ba\u015flang\u0131\u00e7ta,\n5.000 lira sermayeye kar\u015f\u0131l\u0131k, y\u0131lda 1.500 lira kar sa\u011flanaca\u011f\u0131 tahmin\nediliyordu. <\/p>\n\n\n\n<p>Bunlar\u0131\ng\u00f6z \u00f6n\u00fcne alan Donanma Cemiyeti, imtiya\u00adz\u0131 200.000 liraya devralmaya karar\nverdi. Ne var ki, bu sefer de Osmanl\u0131 Seyr-i Sefain idaresi imtiyaz\u0131\ndevretmekten vazge\u00e7ti. Nihayet Bahriye Naz\u0131\u00adr\u0131&#8217;n\u0131n emriyle 1 Ocak 1919 g\u00fcn\u00fc\nOsmanl\u0131 Seyr-i Sefain idaresi, K\u0131lavuzluk Hizmetleri Te\u015fkilat\u0131 i\u00e7in 6.000\nliral\u0131k bir b\u00fct\u00e7eyi kabul etti. K\u0131lavuzluk te\u015f\u00adkilat\u0131 ancak b\u00f6ylece hizmet\nvermeye ba\u015flayabildi. <\/p>\n\n\n\n<p>Cumhuriyet&#8217;in ilan\u0131ndan sonra bu alandaki \u00e7al\u0131\u015fmalar\nsemeresini vere\u00adrek, 13 Ocak 1924 g\u00fcn\u00fc, &#8220;T\u00fcrkiye Seyr-i Sefain idaresi\u2019ne\nverilen K\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fck ve Cer-i Sefain Hakk\u0131nda \u0130mtiyaz\u0131n Su\u00adret-i\nTatbikine Ait Talimatname kabul edildi. B\u00f6ylece Seyr-i Sefain \u0130dare\u00adsi&#8217;nin\nb\u00fcnyesinde K\u0131lavuzluk ve R\u00f6mork\u00f6rc\u00fcl\u00fck M\u00fcd\u00fcriyeti ad\u0131nda \u00f6zel bir \u015fube kuruldu.\n\u0130stanbul Liman \u0130\u015fleri \u0130nhisar\u0131 \u015eirketi b\u00fcnyesinde \u00e7a\u00adl\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcren\nte\u015fkilat 1934 y\u0131l\u0131n\u0131n sonlar\u0131nda Maliye Vek\u00e2leti\u2019ne ba\u011fl\u0131 olarak \u0130stanbul Liman\n\u0130\u015fleri M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne, sonra da 1 Ocak 1938&#8217;de Denizbank Umum M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne, 30\nHaziran 1939&#8217;da Devlet Limanlar\u0131 \u0130\u015fletmesi Umum M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne,1944 y\u0131l\u0131nda\nDevlet Denizyollar\u0131 ve Limanlar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne,&nbsp; 1 Mart 1952 Denizcilik Bankas\u0131 T.A.O.&#8217;na\n10.10,1983\u2019de T\u00fcrkiye Denizcilik Kurumu\u2019na 18 Haziran 1984\u2019da ise T\u00fcrkiye\nDenizcilik \u0130\u015fletmesi ba\u011fl\u0131 olan \u0130stanbul Liman \u0130\u015fleri M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;nde K\u0131lavuzluk\nServisi olarak hizmet verdi.<\/p>\n\n\n\n<p><strong>K\u0131lavuz kaptan, <\/strong>gemiye\nbilgi ve dan\u0131\u015fmanl\u0131k hizmeti sa\u011flayan, geminin g\u00fcvenli bir \u015fekilde seyrinin\nsa\u011flanmas\u0131 i\u00e7in bulundu\u011fu deniz b\u00f6lgesini (liman\u0131n, yana\u015fma yerleri, demir\nyerleri, kanal, dar bo\u011faz ge\u00e7i\u015fleri) ve y\u00f6resel \u00f6zelliklerini (Kuvvetli\nak\u0131nt\u0131lar, s\u0131\u011fl\u0131klar\u0131, r\u00fczg\u00e2rlar ) iyi bilen deneyimli kaptand\u0131r.&nbsp; K\u0131lavuzluk ise; k\u0131lavuz kaptan taraf\u0131ndan\nemniyetli bir \u015fekilde geminin ge\u00e7i\u015finin sa\u011flanmas\u0131 ve sevk edilmesi hizmetini\nifade eder.<br>\nK\u0131lavuz kaptan kendi k\u0131lavuzluk b\u00f6lgesindeki \u00f6zel yasal d\u00fczenlemeleri ve o\nb\u00f6lgeye has ko\u015fullar\u0131 iyi bilmekte ve yasal de\u011fi\u015fiklikleri takip etmektedir.\nT\u00fcrk bo\u011fazlar\u0131ndan ge\u00e7i\u015f yapan ya da \u00dclkemizin limanlar\u0131na gelen gemi\nkaptan\u0131n\u0131n ise bu bilgilerin hepsine sahip olmas\u0131 m\u00fcmk\u00fcn de\u011fildir. K\u0131lavuz\nkaptan, geminin seyir durumunu etkileyebilecek b\u00fct\u00fcn b\u00f6lgesel \u00f6zellikleri\nbilir. Kuruldu\u011fu g\u00fcnden bu g\u00fcne kadar \u00fcslendikleri her g\u00f6revde \u00e7ok ba\u015far\u0131l\u0131\nhizmet veren k\u0131lavuz kaptanlar Bu \u00e7al\u0131\u015fmalar\u0131 esnas\u0131nda \u00fcz\u00fcc\u00fc olaylar da ya\u015fam\u0131\u015fl\u0131nd\u0131r.\nBunlar aras\u0131nda en \u00fcz\u00fcc\u00fc olay ise 14 Aral\u0131k 1961 \u00c7ar\u015famba saat 02.15 Pilot\nCevdet \u00c7ubuk\u00e7u g\u00f6revli olarak bulundu\u011fu 24.400 DWT 12.000 ton benzin ve 11,500\nton nafta y\u00fckl\u00fc PETER ZORON\u0130K adl\u0131 tanker ile Yunanl\u0131 Arm\u00f6t\u00fcr Niyorkosa ait\n33.000 DWT\u2019luk&nbsp; Word Harmoni\ntankeri\u2019nin&nbsp; Beykoz a\u00e7\u0131klar\u0131nda\n\u00e7arp\u0131\u015fmas\u0131 nedeniyle \u00e7\u0131kan yang\u0131nda yanarak \u00f6lmesidir.&nbsp; 07 Temmuz 1968 g\u00fcn\u00fc g\u00f6revli bulundu\u011fu E\u0130SK\nisimli Rus gemisine hizmet verirken Saat 08.10\u2019da vazifesi ba\u015f\u0131nda kalp krizi\nge\u00e7irerek vefat eden Vahit \u0130\u011fneci ile 20 Aral\u0131k 2006 tarihinde Regina adl\u0131\ngemiye hizmet vermek i\u00e7in \u00e7\u0131kt\u0131\u011f\u0131 \u00e7arm\u0131h\u0131n kurallara uygun olmamas\u0131 nedeniyle\nd\u00fc\u015f\u00fcp vefat eden Kaptan L\u00fctf\u00fc Berk \u00f6l\u00fcmleri ise de k\u0131lavuz kaptanlar\u0131n\nkalplerinde unutulmaz bir ac\u0131 olarak her zaman ya\u015fam\u0131\u015f ve ya\u015fayacakt\u0131r. Allah\nba\u015fka olaylar ve \u00f6l\u00fcmler vermesin . Bizler evlerimizde uyurken can ve mal\nemniyetimiz korumak amac\u0131yla k\u0131\u015f\u0131n o gecenin ayaz\u0131nda yaz\u0131n o yak\u0131c\u0131&nbsp; g\u00fcne\u015fin alt\u0131nda canlar\u0131 pahas\u0131na hizmet veren\nk\u0131lavuz kaptanlar\u0131 her platformda bu \u00fcst\u00fcn hizmetlerinden bahsedilmeli\nyapt\u0131klar\u0131 bu hizmetin kar\u015f\u0131l\u0131\u011f\u0131n\u0131n maddi ve manevi olarak verilmesini\nsa\u011flamay\u0131 denizi seven \u00fclkesini seven ki\u015filer olarak birinci g\u00f6revimiz\nolmal\u0131d\u0131r.
