Denizcilik\nBankas\u0131 T.A.O, kurdu\u011fu gemi in\u015fa kredi fonu ile armat\u00f6rlere ucuz kredi imkan\u0131\ntan\u0131yarak deniz filosunun geli\u015fmesine, tersane in\u015fa ve tevsii fonu ile de\ntersanecili\u011fin geli\u015fmesine \u00f6n ayak olmu\u015ftur. Bankan\u0131n kurucu Genel M\u00fcd\u00fcr\u00fc Yusuf\nZiya \u00d6ni\u015f\u2019tir. Yusuf Ziya \u00d6ni\u015f, 1937 y\u0131l\u0131nda ayn\u0131 ama\u00e7la Denizbank\u2019\u0131 kurmu\u015ftur.\nAtat\u00fcrk Cumhurba\u015fkan\u0131, Celal Bayar ise Ba\u015fbakand\u0131r. Ancak Atat\u00fcrk\u2019\u00fcn \u00f6l\u00fcm\u00fc ile\nbu kurulu\u015f kapat\u0131larak yerine Devlet Denizyollar\u0131 ve Devlet Limanlar\u0131 Genel\nM\u00fcd\u00fcrl\u00fc\u011f\u00fc ad\u0131 alt\u0131nda iki genel m\u00fcd\u00fcrl\u00fc\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. Daha sonra bu iki\nkurulu\u015f birle\u015ftirilerek Devlet Denizyollar\u0131 ve Limanlar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ad\u0131n\u0131\nalm\u0131\u015ft\u0131r. 1950 y\u0131l\u0131nda Demokrat Parti iktidara gelmi\u015ftir. Celal Bayar\nCumhurba\u015fkan\u0131d\u0131r. Celal Bayar 1937 y\u0131l\u0131nda yar\u0131m kalan projesini ger\u00e7ekle\u015ftirmek\ni\u00e7in Devlet Denizyollar\u0131 ve Limanlar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne hemen Yusuf Ziya\n\u00d6ni\u015f\u2019i atar. Amac\u0131 Devlet Denizyollar\u0131 ve Limanlar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fc tasfiye\nedip yerine, denizcili\u011fin geli\u015fmesini sa\u011flamak amac\u0131yla, Denizbank\u2019\u0131n benzeri\nolan Denizcilik Bankas\u0131 T.A.O\u2019nun kurulmas\u0131n\u0131 sa\u011flar. <\/p>\n\n\n\n<p>Yeni\nkurulan bu banka, denizcili\u011fimizin geli\u015fmesi i\u00e7in \u00e7al\u0131\u015fmalar\u0131n\u0131n yan\u0131nda\nb\u00fcnyesindeki Denizyollar\u0131, \u015eehir Hatlar\u0131, \u0130stanbul Liman \u0130\u015fletmesi, \u0130zmir Liman\n\u0130\u015fletmesi, K\u0131y\u0131 Emniyeti \u0130\u015fletmesi, Gemi Kurtarma \u0130\u015fletmesi, Hali\u00e7 Tersanesi,\nCamialt\u0131 Tersanesi, Hask\u00f6y Tersanesi, \u0130stinye Tersanesi, Alaybey Tersanesi ve\nVan G\u00f6l\u00fc \u0130\u015fletmesi\u2019nin \u00e7a\u011fda\u015f i\u015fletmecilik yaparak \u00fcretimlerinin artmas\u0131\namac\u0131yla geni\u015f \u00e7apl\u0131 yat\u0131r\u0131mlar yapar. Bunun i\u00e7in yeni gemiler, yeni\nr\u00f6mork\u00f6rler al\u0131n\u0131r, tersanelere yeni alet ve edevatlar al\u0131narak gemi in\u015fa\nhareketine ba\u015flan\u0131r.<\/p>\n\n\n\n<p>Denizcilik\nBankas\u0131 T.A.O y\u00f6neticileri Marshall yard\u0131m\u0131 ile al\u0131nan gemilerin yan\u0131 s\u0131ra\nmevcut filonun ya\u015fl\u0131 olmas\u0131 nedeniyle yeni gemi in\u015fa ettirmek zorunlulu\u011fu\nkar\u015f\u0131s\u0131nda kal\u0131rlar. Finansman\u0131 Marshall yard\u0131m\u0131 \u00e7er\u00e7evesinde kar\u015f\u0131lanmak \u00fczere\n\u0130talya\u2019dan Denizyollar\u0131 \u0130\u015fletmesi i\u00e7in; Samsun, \u0130skenderun, Uluda\u011f ve Band\u0131rma\ngemilerini, Hollanda\u2019dan Ayval\u0131k ve Gemlik gemilerini, \u015eehir Hatlar\u0131 \u0130\u015fletmesi\ni\u00e7in ise \u0130talya\u2019dan Pa\u015fabah\u00e7e, \u0130ngiltere\u2019den Fenerbah\u00e7e ve Dolmabah\u00e7e,\nHollanda\u2019dan; \u0130stinye, Yenik\u00f6y, Beylerbeyi, Be\u015fikta\u015f ve Emirgan gemilerini,\nFransa\u2019dan; K\u0131zkulesi, Kuru\u00e7e\u015fme, Karak\u00f6y ve Kas\u0131mpa\u015fa araba vapurlar\u0131n\u0131, \u0130stanbul\nLiman \u0130\u015fletmesi i\u00e7in 45, 46, 47 ve 48 no\u2019lu cer motorlar\u0131n\u0131 in\u015fa ettirirler. Bu\narada Atat\u00fcrk d\u00f6neminde Hollanda\u2019dan 1924 y\u0131l\u0131nda sat\u0131n al\u0131nan 1906 in\u015fa\ntarihli Akdeniz, Karadeniz, \u0130zmir ve Ege gemileri ekonomik \u00f6m\u00fcrlerini\ndoldurarak art\u0131k tamir kabul etmez bir halde bulunmaktad\u0131r. Bu gemilerin yerine\nAlmanya\u2019ya Akdeniz ve Karadeniz, Ege, Marmara ve \u0130zmir adlar\u0131 verilen 5 adet\ngemi sipari\u015fi verilir. Bu gemiler yolcu ve y\u00fck gemileridir. Akdeniz ve Karadeniz\nile Marmara, Ege ve \u0130zmir, 1955 ve 1956 y\u0131l\u0131nda filoya kat\u0131lm\u0131\u015flard\u0131r. Yeni\nl\u00fcks ve s\u00fcratli olan bu gemiler Denizyollar\u0131 \u0130\u015fletmesi\u2019ne sayg\u0131nl\u0131k\nkaz\u0131nd\u0131rm\u0131\u015ft\u0131r. Bu gemiler uzun y\u0131llar\u0131 Kuzey ve G\u00fcney Akdeniz hatt\u0131nda,\n\u0130stanbul-Hayfa-Barselona ve Adriyatik hatt\u0131nda olmak \u00fczere d\u0131\u015f hatlarda,\nKaradeniz hatt\u0131 ile i\u00e7 hatlarda y\u0131llarca hizmet g\u00f6rm\u00fc\u015flerdir. Zaman h\u0131zla ilerlemekte\nbat\u0131 d\u00fcnyas\u0131 II. D\u00fcnya Sava\u015f\u0131\u2019n\u0131n yaralar\u0131n\u0131 h\u0131zla sarmaktad\u0131r. D\u00fcnya ticareti\nartmakta \u00fclkelerin ihracat\u0131 her y\u0131l \u00f6nemli \u00f6l\u00e7\u00fcde artmakta, bu mallar\u0131 ta\u015f\u0131mak\ni\u00e7inde gemilere h\u0131zla ihtiya\u00e7 duyulmaktad\u0131r. Art\u0131k gemiler kar\u0131\u015f\u0131k yolcu-y\u00fck\ngemisi yerine, ya y\u00fck gemisi ya da yolcu gemisi olarak in\u015fa edilmektedir. O\nzamana kadar Karadeniz\u2019den ald\u0131\u011f\u0131 t\u00fct\u00fcn ve f\u0131nd\u0131\u011f\u0131; \u0130zmir, Mersin ve \u0130skenderun\nlimanlar\u0131ndan ald\u0131\u011f\u0131; t\u00fct\u00fcn, \u00fcz\u00fcm ve pamu\u011fu Avrupa limanlar\u0131na ta\u015f\u0131yan bu\ngemiler, talebin h\u0131zla artmas\u0131 neticesinde, bu y\u00fckleri y\u00fck gemilerine\nkapt\u0131r\u0131nca, bu gemilerde sadece yolcu ta\u015f\u0131nmaya ba\u015flanm\u0131\u015ft\u0131r ki, bu da ekonomik\nolarak i\u015fletmeye b\u00fcy\u00fck zararlar vermeye ba\u015flam\u0131\u015ft\u0131r. <\/p>\n\n\n\n<p>1969\ny\u0131l\u0131nda Denizcilik Bankas\u0131 Y\u00f6netim Kurulu\u2019nda bulunan Prof. Dr. Teoman \u00d6zalp,\nM\/V Marmara gemisi ile \u0130stanbul\u2019dan \u0130zmir\u2019e bir yolculuk yapar. Gemi s\u00fcvarisi\nolan Kapt. Nam\u0131k Assena ile gemiyi gezer. Kapt. Nam\u0131k Assena gemiye yeterli\nderecede y\u00fck bulamad\u0131klar\u0131 i\u00e7in ambarlar\u0131n bo\u015f olmas\u0131 nedeniyle istenilen has\u0131lat\u0131\ntoplayamad\u0131klar\u0131n\u0131, bunun yan\u0131 s\u0131ra yolcu taleplerini de kar\u015f\u0131layamad\u0131klar\u0131n\u0131\nbeyan eder. Bunun \u00fczerine Prof. Dr. Teoman \u00d6zalp; \u201cBen de ayn\u0131 d\u00fc\u015f\u00fcnce\ni\u00e7erisindeyim. D\u00fcnya h\u0131zla kurvaziyer gemiler yaparak geli\u015fmekte olan\nturizm\u2019den daha fazla pay almaktad\u0131r. Bu gemiler bu halde \u00e7al\u0131\u015ft\u0131r\u0131lmaya devam\nettirilirse her ge\u00e7en g\u00fcn yolcu taleplerini kar\u015f\u0131layamad\u0131\u011f\u0131m\u0131z i\u00e7in h\u0131zla\npiyasadan \u00e7ekilmek mecburiyetinde kal\u0131r\u0131z\u201d ifadesini kullan\u0131r. \u0130stanbul\u2019a\nd\u00f6n\u00fc\u015f\u00fcnde konuyu Y\u00f6netim Kurulu\u2019na getirir. <\/p>\n\n\n\n<p>O\nzaman Y\u00f6netim Kurulu Ba\u015fkan\u0131 ve Genel M\u00fcd\u00fcr Celalettin Erol\u2019dur. (Celalettin Erol: 1938 y\u0131l\u0131nda in\u015fa edilecek olan Pendik Tersanesi\u2019nde\n\u00e7al\u0131\u015ft\u0131r\u0131lmak \u00fczere gemi in\u015fa m\u00fchendisli\u011fi tahsilini yapmak \u00fczere \u00f6nce\nAlmanya\u2019ya, sonra da \u0130ngiltere\u2019ye g\u00f6nderilip ba\u015far\u0131l\u0131 bir tahsil hayat\u0131ndan\nsonra T\u00fcrkiye\u2019ye d\u00f6n\u00fcp \u00e7e\u015fitli tersanelerde g\u00f6rev al\u0131p Denizyollar\u0131 \u0130\u015fletme\nM\u00fcd\u00fcrl\u00fc\u011f\u00fc, Genel M\u00fcd\u00fcr Yard\u0131mc\u0131l\u0131\u011f\u0131 ve Genel M\u00fcd\u00fcr olarak 1973 y\u0131l\u0131na kadar\nDenizcilik Bankas\u0131 T.A.O\u2019ya hizmet ettikten sonra emekli olmu\u015ftur.) Bu\nd\u00f6nem i\u00e7erisinde, Denizyollar\u0131 \u0130\u015fletmesi i\u00e7in Truva feribotu Fransa\u2019da in\u015fa\nedilmi\u015ftir. \u0130stanbul feribotu Camialt\u0131 Tersanesi\u2019nde n\u015fa edilmi\u015f, Hali\u00e7\nTersanesi\u2019nde donan\u0131m\u0131 yap\u0131lm\u0131\u015ft\u0131r. Av\u015fa ve Uluda\u011f gemileri Hali\u00e7 Tersanesi\u2019nde,\nBand\u0131rma ve Tekirda\u011f feribotlar\u0131 Camialt\u0131 Tersanesi\u2019nde in\u015fa edilmi\u015ftir. Yine\nbu d\u00f6nemde yurt d\u0131\u015f\u0131ndan K\u0131br\u0131s i\u00e7in al\u0131nan Ye\u015filada feribotu vard\u0131r. Nam\u0131k Asena da bulunmaktad\u0131r. \u00d6nce gemiyi in\u015fa\neden firma ile g\u00f6r\u00fc\u015f\u00fcl\u00fcr, gelen teklif \u00e7ok y\u00fcksektir. Bunun \u00fczerine yolcu-y\u00fck\nkar\u0131\u015f\u0131m\u0131 olan gemilerin, yolcu gemilerine d\u00f6n\u00fc\u015ft\u00fcr\u00fclme i\u015flemleri i\u00e7in Prof. Dr.\nTeoman \u00d6zalp\u2019in teklifi \u00fczerine, kurum i\u00e7erisinde bulunan m\u00fchendisler\ni\u00e7erisinde bir yar\u0131\u015fma d\u00fczenlenir. S\u0131ras\u0131yla Camialt\u0131 Tersanesi Diyazn \u015eefli\u011fi\u2019nde,\n\u0130stinye Tersanesi Ticaret \u015eefli\u011fi\u2019nde \u0130\u015fletme ve Planlama Ba\u015f M\u00fchendisli\u011fi\u2019nde\n\u00e7al\u0131\u015ft\u0131ktan sonra 10 Mart 1973 tarihinde \u00f6\u011frenci olarak girdi\u011fi ve i\u015f\u00e7i olarak\n\u00e7al\u0131\u015ft\u0131\u011f\u0131 Hali\u00e7 Tersanesi\u2019ne M\u00fcd\u00fcr olarak atanm\u0131\u015ft\u0131r. 1977 y\u0131l\u0131nda Denizcilik\nBankas\u0131 T.A.O Y\u00f6netim Kurulu \u00dcyeli\u011fi ve Genel M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 olarak g\u00f6rev\nyapm\u0131\u015ft\u0131r.
